This error typically indicates that the Web server is unable to communicate with the SQL server. If you have been able to access this Web Apps site in the past and nothing has changed with the MSDTC configuration or the firewall then you may just need to restart the Web server and see if that helps. Prior to restarting the Web server, make sure the service Distributed Transaction Coordinator is running on both the Web server and the SQL server.
