To resolve this error message, follow these steps:

1. Log into the Management Reporter client workstation with the network credentials of the user that is receiving the error message.

2. Then, browse to:

C:\Users\<USER's NAME>\AppData\Local\Microsoft_Corporation\ReportViewer.exe_StrongName_qijuo122agqsxvvgll1t2extzwiibvbi\7.0.0.0

3. Rename the user.config file.

4. Start the Report Designer
