Column Type FILL is suppose to fill the column with the character designated between the single quotes, but it doesn't work.
Try the following for a work around.
Instead of using column type FILL, try using column type CALC, populate the Formula field with 0.00, and in the Format/Currency Override field use Format category Custom, Type @###0.;(@###0.), and populate the Zero value override text field with the desired characters.
